Tracing these shortfalls to their common set of root causes and analyzing these root causes to find common threads illustrates opportunities for lessons learned. The authors of this article examined these common threads and referred to their professional experience in defense acquisition and academic backgrounds in project management and systems engineering to address these issues and propose strategies for countering their ill effects on program performance.
